Progress recorded on site does not equal quantities accepted by the client. Adding superseded certificates exaggerates reported progress.
What the quote needs to include
Separate execution, submission and acceptance by contract item. Connect each certificate to its replacement revision and keep rejected quantities identifiable.
Analysis does not establish payment entitlements or replace contractual validation.
Ask the supplier to connect contracts, measured items and approval documents. One service may appear in several certificates because of partial submission, corrected quantities or price revision. Model keys must explain that sequence; concatenating service names does not necessarily identify the same contractual obligation or preserve the corresponding approval history.
The quote should distinguish file ingestion, revision reconciliation and reporting design. Project meetings need physical progress, while administrative review may require submitted and accepted amounts. Using one measure for both decisions makes the report ambiguous even when the arithmetic is correct. Identify who signs off the quantity and who maintains document relationships.
Specific acceptance criteria
- Preserve units for each contract item.
- Exclude superseded revisions from current totals.
- Show rejection reasons and accountable review owners.
The exception that determines acceptance
A rejected quantity creates a revised certificate. Reporting must retain the previous version and include only the valid revision in accepted progress.
Also include an unapproved certificate and an item whose code changed. Delivery must support navigation from consolidated quantity to source evidence without confusing missing acceptance with zero quantity. When the process does not retain revisions, document capture should precede indicator automation; the developer should not invent missing historical approval states.
