What the quote needs to include
Separate identity, enrollment by offering and attendance by session. Do not infer learning from platform access or enrollment counts alone.

Request mappings among participant records, course offerings and attendance events. People may have several email addresses or change employers, so identity should not depend exclusively on those fields. Agree with coordinators what completion means: attendance requirements, submitted work or another program condition. Apply the valid rule to the relevant offering and allow inspection. Test withdrawal, transfer and return in a later edition. If the current platform already exports reliable enrollment and attendance, a reconciliation layer may suffice. The project should answer capacity or reach questions without turning access records into evidence of learning. Separate organizational access rights when employers can view only their own participants.

The exception that determines acceptance
One person switches cohorts after two sessions. Acceptance must count one participant while preserving enrollments and attendance without duplication.
