The unit of analysis determines the result
The base is area, activity and scheduled occurrence under the contract calendar. Areas of different sizes or frequencies should not receive implicit weights without an agreed rule. Reporting can show occurrence counts alongside another physical coverage measure with explicit denominators.
Existing schedules can supply plans while forms record execution. The analytical layer combines those bases and retains access obstructions. If an activity leaves the contract, preserve when the change became effective rather than remove it retrospectively from periods when it was expected.

Change contractual frequency for the next period and verify historical reporting retains the previous schedule and its original obligations.
