Test two sites with different decisions

In a hypothetical scenario, one site approves an alternative while another still requires technical assessment. The next purchase should suggest the accepted version only within authorized scope. Then revise the shared template and verify that the second site's pending review survives. Technical compatibility remains an accountable decision rather than a consequence of list reuse.
